Duties listed are at the full performance level. Plans, directs, and conducts patrols to prevent, detect and enforce violations of Federal laws and regulations on National Forest System lands related to resources, property, employees and users. Apprehends and detains persons who have committed or are suspected of committing criminal offenses affecting National Forest System lands. Locates, secures, and protects crime scenes. Collects and/or seizes physical and documentary evidence. Plans and conducts investigations relating to alleged or suspected violations of laws and regulations. Researches and analyzes information, determines actions to be taken, documents cases, formalizes reports, and/or makes recommendations. Interviews witnesses and suspects, testifies at hearing and trials, serves subpoenas, summons, and other legal documents. Serves as a technical specialist for the prosecution of cases as authority d! ictates. Serves as a liaison to cooperative agencies such as, County She! riff Departments and other State and Federal agencies concerning law enforcement activities that involve the protection of National Forest System lands. Prepares investigative reports, provides technical input on enforcement activities and provides written feedback regarding federal, state and local cases. The incumbent plans, executes, evaluates and reports on the law enforcement program regarding the protection of National Forest System users, resources, employees and facilities through prevention, detection and enforcement within the National Forest System. QUALIFICATIONS REQUIRED:

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

GL-05: Three years of progressively responsible experience, 1 year of which was equivalent to at l! east the GS-4 grade level; bachelor's degree or 4 years of successfully completed education above high school leading to a Bachelor's degree; and/or appropriate combinations of successfully completed post-high school education and experience. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of qualifying experience include experience that may have been gained in administrative, professional, technical, investigative, or other responsible work and demonstrated the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Examples of specialized experience are: Processed documents in a field such as law enforcement, including tasks such as screening documents for missing information, assembling forms that make up a file or record, loggin! g pertinent data, and routing documents to appropriate units; responded! to recurring questions from Federal, State, or law enforcement personnel, customers, or others, on frequently used and clearly stated laws or regulations; used a database to input standard information or adjustments, monitor recurring error reports and take corrective action, and generate data and reports in law enforcement or a related field; participated in investigative tasks in military service, law enforcement, patrol, inspection and detection work, or a related field.

GL-07: One year of specialized experience equivalent to at least the GS-5 grade level; one full year of graduate level education; an appropriate combination of graduate level education and specialized experience; or Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities ! necessary to do the work. Examples of specialized experience are: Assisted in the training, handling, or use of specialized equipment to enforce laws, rules, and regulations; participated or assisted in formal investigations leading to the arrest of violators, stopping a dangerous practice, correcting a hazardous condition, or banning a dangerous product; assisted in surveys, on-site inspections, or regulatory monitoring, under the direct guidance of a higher-grade enforcement officer; researched and compiled case information and data for the preparation of Federal and State documentation, substantiate investigative findings, or serve as a basis for administrative or legal action; obtained and explained information to customers on basic eligibility requirements and provisions of law as they pertained to benefits and privileges.

GL-09: One year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 f! ull years of progressively higher level graduate education leading to s! uch a degree or LL.B. or J.D., if related; or an appropriate combination of specialized experience and education. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Assisted in conducting portions of investigations in a developmental capacity or as an assistant; investigated a limited range and variety of criminal and general investigative leads; assisted attorneys by completing support tasks, such as scheduling interviews with potential witnesses and respondents, or collecting data pursuant to case allegations; provided technical support to specific studies or projects investigating fraud, abuse, or waste; researched or prepared portions of reports delineating findings from investigative, inspection, or compliance review activities.

Physical Fitness Statement: You are being deployed to a challenging physical environment. You may encounter extremely dusty conditions, significant air pollution, high elevations, lack of potable water, food and waterbourne diseases! , and communicable diseases. You will need to walk distances of a half-! mile or more, run and step up to 2 feet while wearing a helmet and body armor that together weigh a minimum of 30 pounds. Medical care will be limited.

  • BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.
LAW ENFORCEMENT RETIREMENT COVERAGE: This is a primary law enforcement position under the provisions of 5 USC 8336(c) (CSRS) and 8412(d) (FERS).

Applicants must be under age 37. Applicants who are age 37 or over may subtract any of their prior federal service that is in approved primary/rigorous positions and that is creditable for retirement from their current age to meet this age requirement. Applicants must provide proof of this creditable service prior to appointment. Applicants who are entitled to veteran’s preference are eligible to request a waiver to the! maximum age requirement. In instances where the maximum entry-age is waived, the corresponding mandatory retirement age for these individuals will also be higher because it will be reached after 20 years of coverage under special retirement provisions for the entitlement to an immediate enhanced annuity.

CONDITIONS OF EMPLOYMENT FOR FOREST SERVICE LAW ENFORCEMENT OFFICER POSITIONS:

1. FINAL APPOINTMENT IS CONDITIONAL UPON THE FOLLOWING:
A. Meeting all medical and physical requirements as outlined in Forest Service Manual (FSM) 5374; to be determined by a pre-employment medical examination. Medical and physical requirements apply only to law enforcement positions under the special retirement provisions (5 U.S.C. 8412(d) and 5 U.S.C. 8336(c)). Enforcement and investigative activities are often conducted under hazardous conditions with walking, climbing, reaching, pulling, crouching or running over rough terrain as required, as well as prolonged p! eriods of patrol work. Strenuous physical exertion is frequently requir! ed, such as, when apprehending individuals of varying strengths who may be combative or under the influence of alcohol or drugs. The position often requires irregular and unscheduled hours, personal risks, arduous exertion under adverse environmental conditions, and considerable overnight travel.

B. Passing a pre-employment drug test (49 U.S.C. 382, E.O. 12564 and FSM 5373).

C. Obtaining initial certification by the USDA Security Officer to occupy a position which requires a higher level background investigation. Applicants are required to complete and sign a waiver that provides for the release of information needed to complete the background investigation.

2. CONTINUED RETENTION IN A LAW ENFORCEMENT OFFICER POSITION IS CONDITIONAL UPON:

A. Successfully completing the Land Management Police Training (LMPT) program attended at the Federal Law Enforcement Training Center (FLETC) or equivalent law enforcement academy.

B. Passing an! y applicable portions of the Physical Efficiency Battery to be administered during attendance to the LMPT at the FLETC.

C. Successfully completing the agency’s 12-week Field Training and Evaluation Program authorized at FSM 5376.

D. Meeting all agency requirements for physical and medical standards as authorized at FSM 5374.

E. Meeting all agency requirements for mandatory recertification in Firearms and Defensive Tactics as authorized under FSM 5372.

F. Obtaining the necessary continuing certification by the USDA Security Officer to occupy a position which requires a higher level background investigation.

3. DRUG TESTING REQUIREMENT: This position is subject to random drug testing during employment (49 U.S.C. 382, E.O. 12564 and FSM 5373).

4. USE OF FIREARMS: The incumbent is required to qualify to carry and use government-owned firearms as part of assigned duties and maintain such qualifications. In acc! ordance with 18 U.S.C. 922(g)(9) as amended effective September 30, 199! 6, applicants are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless such conviction was expunged, set aside, or the applicant received a pardon.

5. Authorized administratively uncontrollable overtime (AUO) annually at intervals not to exceed 25% of the employee’s rate of basic pay.
