It is a two-part program designed to help make small group health insurance more affordable to small businesses, regardless of whether they are currently offering health insurance or not.

Duties:
This position performs audits of eligibility decisions of program staff and information received from participating businesses and their employees to determine whether small businesses are eligible for tax credit or purchasing pool participation. Eligibility decisions must be made according to state rules/regulations and program policies. The incumbent for this position must have extensive knowledge of state rules and regulations to make accurate eligibility and benefit level decisions to complete an audit. This position also serves as the programâs Tax Credit Specialist performing recurring eligibility functions to determine whether small businesses are eligible for tax credit participation and determines the amount of tax credit a business is eligible to receive and communicates that eligibility to those small business owners.
Competencies:
Th! e work requires knowledge and skills including the concepts and theorie! s of insurance; marketing, eligibility functions, customer service and communication. The position also requires the ability to work in a busy, and sometimes stressful, office environment.
The position requires: strong analytical and problem solving skills, particularly in relation to understanding complex systems; the use of statistical or analytical tools (such as spreadsheets), research methodology and analysis, and data gathering techniques; and communication skills including customer service (sometimes with individuals who have limited experience with health insurance and government application processes), written correspondence, and the ability to make group presentations. This position also requires skills in Microsoft Excel and insurance eligibility screening.
This position requires the ability to organize and prioritize to meet timelines and work goals, to analyze and judge applicant eligibility for the program, and to interpret and explain! program rules and the application process to a wide audience. This position requires the ability to interact with the public and agency staff in a professional manner while providing positive customer service. It also requires the ability to maintain a professional atmosphere when multiple tasks are occurring (i.e. processing an applicant, registering an application, retrieving information for a second party on the telephone and responding to a request for assistance from other office professionals). The pace of work in this job can be intense for extended periods of time, and the incumbent must possess the ability to learn multiple tasks quickly.
The position also requires experience related to eligibility determination, insurance, and the technical evaluation of application forms and statutes.
Education/Experience:
The required knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent ! to a bachelorâs degree in accounting, business, public administration! , or a related field plus two (2) years of progressively responsible experience, including program management. An equivalent combination of education and experience in a related field will be accepted.
