Duties:
The Division of Criminal Investigation provides specialized assistance to local, state and federal law enforcement and public safety agencies throughout the state including enforcement, forensics, prosecution and training. The Children’s Justice Center is an agency-wide initiative at the Montana Department of Justice dedicated to improving how we respond to ! child victims, developing state-of-the-art approaches by keeping up wit! h the newest research and, most importantly, helping child victims recover and move on with their lives.

This position is a Residential Facility Investigator for the Montana Department of Justice (DOJ). The position is responsible for investigating allegations of mistreatment, neglect, abuse, or injury occurring at the Montana Developmental Center and preparing written reports of investigations and findings. The position also provides compliance direction and technical assistance (e.g., preparing plans of correct­ion, training staff, and revising policies) to maintain or restore residential facility compliance with laws and standards and administers residential facility investigation program policies, procedures, informa­tion systems, and records to ensure the efficient and compliant administration of program operations.

Investigate allegations of mistreatment, neglect, abuse, or injury occurring at state residential facilities (e.g., the Montana Develop! mental Center) and prepare written reports of investigations and findings.

Provide compliance direction and technical assistance (e.g., preparing plans of correction, training staff, and revising policies) to maintain or restore residential facility compliance with laws and standards.

Administer residential facility investigation program policies, procedures, information systems, and records to ensure the efficient and compliant administration of program operations.

Perform a variety of other duties as assigned by the Division Administrator and Attorney General in support of the residential facility investigation program. This includes but is not limited to managing special projects, attending meetings and conferences, and participating in ongoing training and educational programs as directed.

Requires advanced knowledge of the principles and practices of civil and criminal investigation and of the administration of residential facilities for individuals with developmental disabilities. This includes knowledge of investigative methods and procedures; planning; report writing; methods for coordinating the activities of multiple agencies and jurisdictions; rules of evidence; privacy/confidentiality regulations; civil and criminal legal procedure; research and analysis techniques; habilitation services (e.g., vocational training, self help skills training, sex offender treatment, social skills development, recreation, nursing services, occupational and physical therapy and access to medical care); Client Protection, Facility Staffing, Active Treatment, Client Behavior and Facility Practices, and Health Care Services laws, rules, and practices; compliance monitoring and corrective action; adult education and training; public relations; and inform! ation systems.

Requires skill in interviewing victims; demonstrated experience working with individuals who have intellectual, developmental, physical and mental health disabilities; communicating verbally and in writing with a wide variety of individuals in an effective manner; identifying and resolving issues and problems related to facility compliance; researching, organizing and delivering reports; gathering and analyzing information; conducting investigations; conducting research; and in the use of office equipment and database, spreadsheet, presentation, email, Internet and word processing computer applications.

Requires the ability to utilize critical thinking and independent judgment; analyze and communicate complex case details; effectively conduct evaluations and draw conclusions; establish and maintain effective working relationships with diverse people in adverse environments; communicate effectively verbally and in writing; to learn and apply ! the rules, regulations, policies and procedures of residential facility! programs; to gather, analyze, assemble and present data and narrative information for use by others; prioritize assignments and work under deadlines; and to organize and complete detailed work.

Education/Experience:
The position requires a bachelor’s degree in Human Services, Social Services, Criminal Justice, Psychology, Sociology or a closely related field and four (4) years progressively responsible investigative experience.

Experience and/or education related to working with individuals who have intellectual, developmental, physical, and mental health disabilities preferred. Experience and/or education in the dynamics of government managed long term care facilities preferred.
