Special Information:
Working conditions generally consist of standard office environment in a six-member work unit. Because of desk location, this position will serve as the point of contact for persons entering the office, although reception is not a significant job duty. The job requires occasional out-of-town trips (sometimes over a night or two) to work on assignments, attend meetings, conduct research, and visit properties, typically in rural or remote settings. Valid driver’s license required; must be able to drive long distances under Montana’s sometimes challenging weather and road conditions.

Identity of applicants who become finalists may be released to! the public if the Department deems it necessary. Employees scheduled at least half-time for more than 6 months consecutively are also provided paid health, dental and life insurance. Other benefits include retirement, paid vacation, sick leave and holidays. This position may be covered by a VEBA (Voluntary Employee Benefit Association).

Duties:
The realty specialist is responsible for acquiring and granting right-of-way easements, and administering the real property lease program for Montana Fish, Wildlife and Parks. These tasks are important components of FWP efforts to effectively manage land for habitat conservation, provide public recreational access, and meet agency goals and legislative direction for natural resource management. To accomplish the assigned right-of-way and lease projects, this position carefully researches and analyzes pertinent information (title reports, legal documents, plats, maps, site plans and regulations), develops a recomm! ended course of action in coordination with other FWP staff, and undert! akes the actions necessary to complete the right-of-way or lease project, including conducting negotiations with landowners and completing real estate transactions. The position works statewide, and must communicate with a diverse group of people both inside and outside of the department, including landowners, resource professionals, surveyors, attorneys, government officials, right-of-way specialists, nongovernmental organizations, and the general public. Additionally, a significant percentage of the workload of this position is dedicated to payment and recordkeeping related to leases and the annual property taxes paid by FWP to Montana counties.

Competencies:
Knowledge of the principles of realty practice, including leases, rights-of-way, easements, deeds, and other title documents. Competence with maps, plats, surveys, legal descriptions and the public land survey system. General understanding of land conservation projects, including fee acquisitions ! and conservation easements, and a knowledge of natural resource management principles, Montana geography and governmental operation.

Ability to conduct independent research and to develop, analyze and recommend a course of action. Strong oral and written communication skills, including the ability to communicate effectively with a wide range of interests and individuals and the ability to work toward consensus outcomes. Ability work independently, keep numerous projects moving forward to meet deadlines, maintain detailed project files, and apply time-management skills in organizing and prioritizing workload. Solid basic mathematical skills and a commitment to accuracy and precision in recordkeeping, accounting and other work products.

Education/Experience:
Bachelor’s Degree in natural resource management or policy; business/realty practice; recreation management; environmental studies; geography; environmental science; or a related field, alon! g with relevant technical/professional experience. More than two years ! of job-related work experience is preferred. Masters degree in relevant field can be counted as additional work experience. Alternate methods of meeting education and work experience will be considered.
