Duties:
Position is responsible for the day to day supervision of the Workers’ Compensation Regulation and Uninsured Employers Fund (UEF) units. Enforces insurance compliance with the requirement to collection of security de! posits from insurers, obtain workers’ compensation coverage, pay comp! ensation and medical benefits due to an injured employee. Collect premium surcharge and quarterly expenditure reports for the Administrative Fund Assessment in accordance with the Workers’ Compensation and Occupational Disease Act.

Monitors compliance of private insurance and self-insured companies issuing Montana workers’ compensation policies. Answers inquiries from private insurers about requirements.

Oversees subordinate staff in the accuracy of entries to set-up the uninsured employer account, penalties, and subsequent payments pursuant to internal control policies. Oversees that penalty bills are sent out accurately and timely and that collection specialists follow appropriate procedures with regards to correspondence and phone calls. Directs efforts of internal staff assuring they are comprehensive and referring claims to the collection agency when internal efforts are unsuccessful.

Review, evaluates, and approves or denies applications! received from individuals with congenital or work related impairments in order to certify them under the Subsequent Injury program.

Oversees the accurate input of the monies received from the quarterly workers’ compensation premium surcharge remittals, maintains and tracks the premium surcharge reports on the workers’ compensation database and an excel spreadsheet for reconciliation to SABHRS.

Oversees the enforcement of insurance compliance insuring that all are in compliance with the requirements to provide security deposits, obtain workers’ compensation coverage, pay compensation and medical benefits due an injured employee.

Competencies:
Must have knowledge of workers’ compensation insurance industry practices and procedures; supervision practices and techniques;

Must have the ability to organize, develop and implement work plans; effectively supervise subordinates; read, interpret and communicate legal statutes, r! ules, regulations, and case decisions; establish and maintain effective! working relationships with employees, division personnel, other agencies, insurers, adjusters, employers, attorneys, risk managers, NCCI and bankers; communicate effectively orally and in writing with all the above, compensation claimants and the general public. Must also have the ability to successfully coordinates, facilitate, negotiate, and supervise.

Education/Experience:
The above knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent to a bachelor degree in public administration or business administration or related field and two years of relevant experience in workers’ compensation or insurance industry field and two years of progressively responsible experience in supervision.
