Additional Salary Information: Additional compensation includes $9,672 for benefits and 8.17% of employer contribution to retirement. DLI MPEA selection will be based on the following:
Qualifications 30% - Capabilities 57.5% - Seniority 12.5%

Duties:
The position prepares, analyzes annual rating structure options, and assigns unemployment insurance contribution rates to experience rated employers; assuring proper assessment of taxes based on Rate Schedule is in place.

Analyzes requests for adjustments to ensure com! pliance with UI law. Resolves questions and compliance issues by contac! ting employers, accountants, CPAs, UI field representatives and other agency staff for clarification.

Determines validity of credits and approves issuance of UI tax refund checks.

Represents the UI Division at hearings with employers or their attorneys, defending the Division’s position on issues involving experience rating issues, which arise.

Review, approves or denies requests of Application for Transfer of Experience Rate Record submitted by employers.

Makes decisions on required transfers of experience rates based on analysis of businesses ownership, management and control. Investigates and issues decisions on employers who may be attempting to avoid their proper UI experience rate assignment.

Coordinates and reviews for accuracy the yearly assignment of contribution rates for government accounts, and calculates and assigns contribution rates to new governmental accounts and to those transferring to or from another governm! ental account.

The position involves sitting for long periods of time. Much of the time is spent responding to phone calls, keyboarding and using a computer monitor.

Competencies:
The position requires proficiency in planning, prioritizing and goal setting in managing multiple projects; and excellent customer service and interpersonal skills with the ability to resolve customer questions and complaints with courtesy and respect.

Requires knowledge of laws and regulations relating to unemployment insurance tax, employers’ contribution rates, and accounting principles and procedures; and modern office practices and procedures.

Requires the ability to analyze and interpret accounting data; use modern computer technology and software, including Microsoft Word and Excel; establish and maintain effective working relationships with other employees, other agencies and the public; and communicate effectively both verbally and in writi! ng.

Education/Experience:
Minimum qualifications re! quire a combination of education and or experience equivalent to five (5) years of relevant field and work experience. The above competencies are typically acquired through a Bachelor degree in Accounting or related field and one (1) year of progressively responsible experience at a technical level in accounting or underwriting, preferably with unemployment insurance, or alternative combinations of education and experience.
