This position is an Assistant Legal Services Developer with Senior and Long Term Care at the Department of Public Health and Human Services . We are looking for employees who can help us to empower older and disabled persons to remain independent, healthy and safe.

For this position, we offer yearly benefits which include:

Duties: The Legal Services Devel! oper (LSD) program is responsible for developing and coordinating the s! tate's elder legal services and elder rights programs. The Assistant Legal Services Developer duties include:

Information and Technical Assistance
  • Receives inquiries from the public, including; attorneys, service providers and professionals, senior citizens and/or family members regarding questions or concerns of a legal or programmatic nature.
  • Assesses the inquiry to identify the type of problem and refer the individual to the proper resource.
  • Researches issues, rules, regulations and laws related to inquiries from elderly individuals, area agencies on aging, long term care ombudsman, and other agencies related to the elderly.
  • Provides information, research and assistance to attorneys and contracted attorneys providing services to the elderly, as directed.
  • Provides technical assistance and support to all Aging Services programs especially the Long Term Care Ombudsman program.
  • Provides policy clarification ! analyzes and researches problems, and coordinates with other program staff as needed to respond to policy questions as assigned.
Program Support
  • Provides clear and accurate policy direction and guidance as requested to local and regional ombudsman and takes appropriate action to ensure program policies are being correctly disseminated and clarified. Analyzes and researches policy problems and coordinates with other program staff as needed to respond to policy questions as assigned.
  • Researches, analyzes and monitors the development and implementation of Federal, State, and local laws, regulations, and other governmental policies and actions that pertain to the health, safety, welfare, and rights of Montana’s elderly.
  • Determines, coordinates and refers issues/cases requiring legal advice to contracted attorneys and paralegals under the attorney/paralegal advice program.
  • Gathers information, determines if client needs advocac! y assistance, legal advice or other services and makes appropriate refe! rrals.
  • Coordinates with Adult Protective Services, Long Term Care Ombudsman, the Aging Network, State Bar, Montana Legal Services Association, Area Agencies on Aging and other organizations/agencies to identify, address and/or educate on elder law and consumer issues and on elderly legal issues.
  • Recruits and identifies attorneys and other professionals to assist elderly individuals and to provide pro bono or reduced fee services.
  • Develops, updates, prepares and distributes educational materials such as the Legal Guide, Power of Attorney Made Easy, Elder Law Manual, Advance Directive Made Easy, Probate Guide and materials on consumer debt and legal forms such as wills and probate forms
  • Maintains data collection, data analysis, and assists in preparing and submitting monthly, quarterly and annual federal and state reports.
Training
  • Prepares, develops, schedules and assists in providing training related to elder law is! sues for local public, area agencies on aging, ombudsmen, attorneys and paralegals, and other persons as appropriate.
  • Provides technical assistance, training and other supportive functions to area agencies on aging, legal assistance providers, ombudsmen, and other persons, as appropriate.
Competencies: Required for the first day of work:
  • Knowledge of the social and human services system including aging services.
  • Knowledge of investigation and research methods and techniques.
  • Knowledge of legal and advocacy principles and practices.
  • Knowledge of data collection, record keeping, database management, data analysis, and data reporting
  • Knowledge of presentation, training and testing methods and techniques.
  • Strong verbal and written communication skills, including communication ability in interviewing and conflict resolution.
  • Skill in customer relations.
Education/E! xperience:
  • Bachelor’s degree in a field of study related ! to legal, human services and/or public administration OR
  • Four (4) years of experience working in the legal field, providing services or advocacy to elderly persons and/or those in the aging and disability community; OR
  • Other combinations of education and experience equal to at least four years providing services to elderly persons and/or those in the aging and disability community.
