Duties:
Under the supervision of the regional manager, the successful candidate is responsible for providing technical hydrology support to the Helena Regional Office and Water Resources Division programs implemented by the Helena Regional Office for the Clark Fork and Upper Missouri River Basins. The employee will provide hydrologic information to administrators, attorneys, water planners, and the public for the purpose of establishing water policies and to resolve! water management issues. This could include new management strategies, policies, laws and rules, and operational and infrastructure changes.

This person researches, gathers and analyzes water resources information and makes recommendations regarding water use, availability and improved management practices. Prepares technical reports and provides information for processing water right applications, local water projects, floodplain program, dam safety concerns, and water planning projects. Conducts field investigations pertaining to water rights for documentation and answers about pertinent aspects (e.g. location, purpose, period of use, flow rate and volume, operating conditions). Examines historic water uses and evaluates water use applications in accordance with state law, rules, policies and procedures.

Because the employee will need to collect surface water, ground water, and water quality data, an applicant must be willing to work in the field and be! familiar with hydrologic data collection techniques and the instrument! s used to collect these data. The applicant should be proficient in the use of common software to solve hydrologic and hydraulic problems, and should be able to use standard hydrology-specific software. The applicant should be capable of using or learn to use GIS mapping software and a GPS device. The applicant must be a good technical writer because the employee will be writing reports. Appearing as a witness at an administrative and/or water court hearing, serving as a mediator in water right disputes and complaints, and attending meetings and providing information regarding water division programs are also job duties of this position.

Competencies:
This position requires knowledge of the principles, theories, and methods of hydrology and hydraulics; knowledge of state, federal and tribal water laws, and policies; and the knowledge of the methods, principles, and protocol for designing research projects and investigations. The applicant should have ext! ensive training in hydrology, mathematics, statistics, and open-channel flow. A demonstrated knowledge of irrigation methods, methods for mapping and classification of irrigated land, and installation and operation of irrigation measurement devices (e.g. flumes, weirs) is necessary.

Required Knowledge: Water management practices and methods; irrigation practices, methods, and designs; water measurement techniques and devices; technical writing; water uses such as mining, municipal, commercial, stock, and hydro-pow¬er; personal computer operation including word processing, database, and spreadsheet software; surface and groundwater hydrology and geology; soils and soil surveys; U.S.G.S stream gaging records; design, construction, and operation of small to medium earthen dams and water wells; and public records such as land ownership and district court decrees.

Required Skills: Must be skilled in the operation of personal computers; reading an! d interpreting maps (quad maps, aerial photos, plats); coordinating and! implementing complex water resource research investigations; implementing science into sound procedures to solve watershed issues; writing technical documents and speaking in front of large groups.

Required Abilities: Must be able to analyze complex issues and make sound, defensible judgments; be organized and self-motivated; perform complex mathematical calculations; organize and conduct field investigations; learn necessary software programs; remain unbiased when working with diverse interests; work effectively with water users, other water managers, co-work¬ers, and the public; accomplish program objectives in an effective manner; communicate effectively orally to individuals and groups; coordinate work schedules and activities with other staff; prioritize and organize a large workload with multiple deadlines and demands; work with limited supervision, accept responsibility and follow written and verbal instructions; evaluate facts and make independent ! decisions; and learn and apply MEPA requirements and evaluate environmental impacts of potential water projects.

Preferred knowledge of GIS software with the ability of producing maps for the use in resource analysis, using ARCVIEW to construct digital map coverage and spatial coordinates and related attribute data.

Education/Experience:
The knowledge, skills, and abilities are typically acquired through a combination of education and experience that is equivalent to a bachelor's degree in hydrology, civil engineering, agricultural engineering, or water resources or forest management with an emphasis in surface water hydrology, and a minimum of three years of progressively responsible experience including the design and implementation of projects, project management and public relations.

Experience and education must emphasize most of the following: surface water and ground water hydrology, hydraulics, river system simulation, su! rface and ground water computer modeling, statistics, watershed managem! ent, irrigation and hydropower development, collaboration, scientific design and protocols for conducting research projects, policy and program development, writing, and public speaking.

Education and experience equivalent and comparable to that specified above may meet job requirements and will be considered on an individual basis.
