Special Information:
Applicants must meet the requirements for Peace Officer employment outlined in MCA 7-32-303. Must possess current Law Enforcement POST, Basic certification or if not currently in a law enforcement position meet the requirements established in MCA, 7-32-303 (5b). Out-of-state applicants must be able to meet the requirements in MCA, 7-32-303 (5c).

Position requires 25% to 30% travel time working in both Helena and Deer Lodge.

Duties:
Conducts a! ssigned investigations concerning very sensitive security issues potentially involving inmates, visitors and staff.

Analyzes data (directly and indirectly obtained) in order to develop an accurate and defensible case file.

Conducts undercover investigations of criminal activity.

Prepares and executes search warrants, petitions, formal orders, affidavits, and legal documents in maintaining detailed documentation of investigative.

Identifies and locates witnesses, victims and suspects; interviews witnesses, victims and suspects.

Properly identifies and handles all evidence which may relate to an investigation through use of appropriate packaging material and evidence logs.

Coordinates and facilitates requests for assistance from sheriff or police departments, federal agencies, the State Criminal Investigation Bureau or other state, or local law enforcement personnel when needed.

Packages and submits potential evid! ence to the crime lab.

Develops a case plan, including methods! , procedures, equipment, and timing based on knowledge of investigative techniques and criminal and evidence law.

Testifies in criminal, civil and administrative actions.

Keeps detailed and accurate investigative case notes.

Performs as intelligence officer and liaison staff with law enforcement agencies in emergency situations as identified in the emergency plan.

Competencies:
a. Law enforcement; investigative procedures; planning; report writing; coordinating the activities of multiple agencies and jurisdictions; developing, conducting and presenting complex long-term conspiracy-type cases; Montana Codes Annotated (MCA) dealing with crimes (MCA, Title 45, "Crimes"), criminal procedure (MCA, Title 46, "Criminal Procedure"), rules of evidence (MCA, Title 26, Chapter 10, "Montana Rules of Evidence"), security regulations (MCA, Title 44, Chapter 5, "Criminal Justice Information"); family services (MCA, Title 52); Social Services ! and Institutions (MCA, Title 53); CFR 18 and 42; ARMs; and law enforcement and investigation including criminal justice information and rules of evidence.

b. Firearms

c. Insurance industry and its terminology regarding types of coverage and benefits.

d. Medical terminology and health care fraud; knowledge of how to review and decipher medical and patient files; knowledge of case management involving large volumes of paper documents and evidence; knowledge of financial crimes investigations.

e. Characteristics of a wide variety of microcomputer systems, application software, utility programs, and magnetic media storage devices.

f. Computer crime evidence processing procedures.

Working skills in:
a. All types of complicated equipment necessary to conduct criminal investigations; conducting covert/undercover investigations.

b. Making correct/legal and appropriate decisions in highly stressful situations;! giving instructions/advice; establishing and maintaining effective wor! king relationships with employees.

c. Communicating effectively verbally and in writing; and in reviewing case plans and information.

d. Skilled in the use of firearms.

e. Drafting and presenting search warrants, investigative subpoenas and forfeiture documents to prosecutors and judges for review and issuance.

f. Use of a personal computer and associated software.

g. Use of various law enforcement-related equipment used in investigations, including firearms, two-way radios, film and digital cameras and video recorders, audio recorders, etc.

h. Use of Internet applications and environments, associated communications software, e-mail, World Wide Web, search engines, social media, etc.

i. Conversant with graphic images viewing programs.

j. Use of computer forensic hardware including imaging and processing devices, physical computer assembly and disassembly, and computer component installation.

k.! Working in an undercover capacity - must be able to accurately report contacts, witnessed events, statements, and maintain professional standards of integrity when confronted with situations that test their moral turpitude.

Education/Experience:
Bachelor's degree in Public Administration, Criminal Justice, Sociology, Psychology, or closely related with coursework in criminal justice field from an accredited college or university and at least 2 years of investigative experience.

Firearm training is mandated for peace officer requirements and liability.

Must be able to obtain a P.O.S.T. Law Enforcement basic certificate within one year of hire.

Preferred Training â€" burglary and theft; death investigation (natural, suicidal, homicide), basic health care fraud, financial crime investigations, basic drug training, undercover operations, and electronic surveillance.
