PREFERRED: 1. Working experience in the local correctional system. 2. Certified/Certifiable Chemical Dependency Counselor. 3. Direct public relations experience. 4. Experience in computer database management and word processing. 5. Successful completion of Montana Law Enforcement Academy, Adult Probation, and Parole Basic Training.

SALARY AND BENEFITS

The current starting salary for the position is $35,000, although consideration will be given to the successful candidate's experience and educational background.

Permanent! full-time employees of Alternatives, Inc. are entitled to per! sonal time off (PTO), individual health and dental insurance, and retirement benefits. Alternatives, Inc. participates in the State Workers Compensation and Unemployment Insurance plans.

Permanent part-time employees are entitled to a pro-rata share of benefits based on the percentage of full-time hours worked (full-time = 40 hours per week).

Temporary full-time and part-time workers are not eligible for benefits.

Specific detail regarding benefits will be provided upon request at the time of interview or at the time of hire.

DUTIES AND RESPONSIBILITIES

General Overview:
The BJAS will coordinate the Beta Jail Alternatives staff by participating in annual and six-month evaluations, disciplinary performance, scheduling, leave approvals, trainings, new hires, and terminations in the team concept. The BJAS shall be responsible for assisting in the operation of the Jail Alternatives programs in compliance with all Alternati! ves, Inc. operating procedures.

General Requirements:
1. All employees of Alternatives, Inc. are required to comply with the limits of confidentiality concerning client information. The specifics of the confidentiality limits are detailed in SOP I1. In general, no information on clients other than name, current offense, and whether or not the individual is a client may be given out in writing or verbally without a signed consent form from the client. An exception to this is the case of Deferred Prosecution clients, whose names, charges, and status in the program are not a matter of public record and may not be divulged. File materials may not be copied or distributed without a signed release. Under no circumstances are prison files, psychological evaluations, or chemical dependency evaluations to be released, shown to, or discussed with the client or other persons without a signed release from the source of these materials. Failure to comply with confide! ntiality standards will render an employee of Alternatives, Inc. subjec! t to disciplinary action up to termination of employment, depending on the seriousness of the violation.

2. No employee of Alternatives, Inc. shall use his or her position and its implied authority for personal gain. Staff members shall not:
a. Exchange personal gifts or favors or engage in any business barter with clients, their families, or friends.
b. Accept any form of bribe or unlawful inducement.
c. Perform duties under the influence of intoxicants or consume intoxicants while on duty.
d. Violate or disobey established rules, regulations, or lawful orders from a supervisor.
e. Discriminate against any client on the basis of race, religion, creed, gender, national origin, or other individual characteristic.
f. Employ corporal punishment or unnecessary physical force.
g. Subject clients to any form of physical or mental abuse.
h. Demean or intentionally humiliate clients.
i. Bring any weapon(s) or item(s) declared as contraba! nd into the facility without proper authorization.
j. Engage in critical discussion of staff members or clients in the presence of other clients.
k. Divulge confidential information without proper authorization.
l. Withhold information which, in being withheld, threatens the security of the facility, staff, clients, visitors, or the community.
m. Endanger the well-being of self or others through intent or neglect.
n. Inquire about, disclose, or discuss details of client's crime(s) other than as may be absolutely necessary in performing duties.
o. Engage in any kind of social contact with clients except as a part of a staff member's approved Job Duties and as authorized by supervisory staff.

3. All employees of Alternatives, Inc. are expected to attend meetings as directed by their supervisors. Those persons receiving permission from their supervisors to not attend a meeting are responsible for the content of the meeting through reading of mi! nutes of the meeting. Team attendance is mandatory and is a requirement! of employment at Alternatives, Inc. If for any reason an employee must miss an assigned Team meeting, it is the employee’s responsibility to notify his/her Team Leader of the intended absence and request to be excused for a specific Team meeting. If the employee will be absent from an assigned Team meeting, it is the employee’s responsibility to ensure that his/her team duties are covered.

4. All employees of Alternatives, Inc. are responsible for reading and complying with standards and procedures in the following documents:
a. Personnel Policy Manual (Employee Handbook)
b. Standard Operating Procedures

5. Alternatives, Inc. personnel are responsible for attending and documenting satisfactory completion of 40 hours of supervisor-approved training activities each fiscal year.

Specific Duties:
The Beta Jail Alternatives Supervisor (BJAS) will fulfill the following duties:
1. Supervise the following staff as per Job Descr! iptions during the course of their duties:
a. One Lead Misdemeanor Probation Officer, SOP H6, JD37
b. One Misdemeanor Probation Officer, SOP H6, JD38
c. Three Beta Receptionist Records Managers, SOP H6, JD86
d. One House Arrest Electronic Monitor Manager, SOP H6, JD87
e. One Detention Supervision Manager, SOP H6, JD88
f. One Community Treatment Manager, SOP H6, JD20
g. One Community Service Manager, SOP H6, JD59
h. One Carbon Alternatives Manager, SOP H6, JD72
i. One Stillwater Alternatives Manager, SOP H6, JD72
j. Beta Program Assistant, SOP H6, JD48
2. Keep current all Job Descriptions for the Beta Jail Alternatives staff. Each job description must be updated annually.
3. Keep current the E and G SOP series.
4. Ensure the Beta Jail Alternatives staff read the E and G SOP series and complete the affiliated tests on an annual basis.
5. Maintain timely and accurate electronic time clock records.
6. Ensure staff memb! ers are current with mandatory training and coordinate with the Trainer! to ensure 40 hours of training per fiscal year.
7. Schedule staff to ensure all job duties are completed as listed in Job Descriptions for Beta Jail Alternatives staff. Staff members requesting paid time off (PTO) are responsible for coordinating coverage of their job duties through negotiation in their respective areas. No area may be less than two-thirds covered (i.e. there must be two Probation Officers, three Jail Alternative Managers, and two support staff on duty for coverage). The BJAS has final approval for PTO requests.
8. Ensure unit team meetings occur on a weekly basis.
9. Ensure peer reviews/audits occur for Quality Control Plan.
10. Coach any staff member on a one-on-one session if he/she feels the need for extra training. The BJAS will document the content of such meeting.
11. Ensure cross training is in place to accommodate for staff leave.
12. Turn in to the Deputy Administrator monthly Beta Community Department Financial reports wi! thin the first week of the following month.
13. Complete annual and end of probation evaluations in a timely manner.
14. Conduct the personnel disciplinary process for the Beta Jail Alternatives staff.
a. Verbal warnings must be routed to the DA prior to presentation.
b. Disciplinary memos that will be routed to a personnel file must be pre-approved by the Administrator prior to presentation.
15. Coach a mid-management team on a weekly basis.
16. Oversee the 6-minute training process for units.
17. Identify training needs and coordinate with designated unit-training person.
18. Act as the initial staff/client mediator for all grievances which involve the unit, following grievance procedures in SOP H21 and L18.
19. Coordinate with designated unit point person.
20. Attend JAG, ACES, Coaches, KAPPA, and All Staff meetings.
21. Coach Resident and JAG Teams.
22. Help coordinate annual multicultural resident party.
23. Assist De! puty Administrator in the annual goal setting process.
24. Assist T! rainer with the development of annual training calendar.
25. Assist the Program Committee chair in the development of the annual agency evaluation.
26. Assist the Deputy Administrator in the preparation for Federal and State monitoring.
27. Communicate unit concerns and activities to the KAPPA management team.
28. Communicate unit concerns and activities to All Staff.

Other Specific Duties:
In addition to the duties outlined above, the BJAS shall also fulfill the following duties:
1. Monitor storage of records in compliance with agency and Federal confidentiality standards.
2. Ensure daily reports and daily filing is completed on a daily basis and call for extra help or extra hours if necessary. See that closing books day occurs monthly at the end of each month and that the reports are cleared.
3. Provide quality assurance by monitoring daily reports, file audits, etc., and alert DA if they are not on track.
4. Ensure mont! hly billing and reports for the Enhanced Supervision Program/SCRAM are completed for the DOC.
5. Market, and maintain Public Relations by which State P&P, DPHHS, County Attorney, City Attorney, City Courts, Justice Courts, District Courts, and Satellite agencies and courts may refer clients to all of the Beta Alternative Programs and Misdemeanor Probation. This includes keeping the agency referral forms updated and provided to referral agencies as updates occur. It also includes extensive public relations and marketing ability.
6. Ensure quarterly Satellite Advisory meetings are scheduled and prepared for. The BJAS will attend all meetings.
7. Ensure monthly Yellowstone County Advisory meetings are scheduled and prepared for. The BJAS will attend all meetings.
8. Oversee public relations maintained by program managers for all Beta Alternative programs.
9. Participate as needed in case management of Misdemeanor Probation clients, including Intervention He! arings, and in the search and arrest of probation clients.
10. Repr! esent or appoint an Alternatives, Inc. representative to support or serve as a Treatment Team member for any and all Treatment Courts in the surrounding areas.
