The Department of Natural Resources and Conservation's Trust Land Management Division is charged with the administration of 5.2 million acres of school trust lands and 6.2 million acres of mineral estate. Additionally, the Division is responsible for the administration of the beds of navigable waterways. The Trust Land Management Division is divided into the Agriculture and Grazing Management Bureau, Forest Management Bureau, Minerals Management Bureau, and Real Estate Management Bureau.
The Northwestern Land Office (NWLO), together with five field office locations (Units), represents the Department of Natural Resources and Conservation (DNRC) in the geographic areas of Flathead, Sanders, Lincoln, Lake and a portion of Missoula counties. The offices implement and administer department programs for the Forestry and Trust Lands Divisions, including all trust lands ownership transactions as well as property management for leasing and licensing. Projects included in the Real Estate Program administered by the NWLO include rights-of-way and easement grants and acquisitions, land banking and cabin site sales and acquisitions, land exchanges, residential leasing, commercial leasing, land use licensing, and commercial and general recreational use. The Department's mission is to help ensure that state and private lands and water resources provide benefits for present and future generations. This is done by managing natural resources to produce income for various trust accounts; implementing and enforcing Agency programs and state laws, rules, and policies; protecting property, resources, and Agency programs and state laws, rules, and policies; protecting pro perty, resources, and land from destruction from wild land fires; and providing needed services to the public. NWLO is comprised of an Area Manager and a number of professional and technical staff that aid in the implementation of Department programs.

DESCRIPTION OF DUTIES: This position serves as the Area-level Land Use Planner for the Northwestern Land Office. The incumbent manages land use planning activities, projects, priorities and objectives of the Area, and identifies and manages opportunities for obtaining the highest and best use of State trust lands. The incumbent develops comprehensive land use plans for the Area, implements and coordinates local land-use regulations, and conducts public facilities planning/financing associated with the development of State trust lands necessary to maximize long term revenue. The incumbent also coordinates the sa le and/or exchange of lands when beneficial to the trust fund, and provides technical expertise and assistance to resolve complex problems related to land use management including issues associated with growth policies, comprehensive planning, subdivision law and site design, land surveying, zoning, floodplain regulations, and infrastructure planning. Land use planning expertise is provided to Area staff, local government planners and officials, planning boards, realtors, developers, attorneys, engineers, and others involved in community development. In additions, this position oversees the implementation of Department real estate program goals and objectives across the Area, and provides guidance to ensure effectiveness and consistency with Department policies. This position reports to the Northwestern Land Office Trust Lands Program Manager.
Minimum Qualifications: Bachelorâs Degree and 4 years of job-related experience
EDUCATION/EXPERIENCE: This position requires education and experience equivalent to a bachelor's or master's degree in land use planning (with emphasis in urban or regional planning), marketing or business administration, or closely related field, and 4-5 years of progressively responsible experience in planning, program management, and contract and/or lease administration.
The position requires extensive knowledge of the principles and practices of land management and land use planning; knowledge of real estate principles; knowledge of field inventory and data management including statistical evaluation; research methods and research design; local, state, and federal land use planning rules, laws, procedures and processes. Also required is knowledge of business administration, resource economics, contract administration; governmental accounting, budgeting, and financial management; administrative rule and legislative development processes; and polices, proce dures and objectives of the Real Estate Management Bureau and the Trust Land Management Division. The position also requires knowledge of organizational structures, program management, program development and implementation, and project management and project design. Also required is skill in leading and motivating others, organizing, negotiating mediating, and effectively communicating verbally and in writing with audiences of varied levels of technical understanding.
