Duties:
Position Overview : The Hearings Bureau adjudicates disputes which arise between parties under the Wage and Hour laws, Human Rights laws, Unemployment Insurance laws, Collective Bargaining for Public Employees Act, statutory grievance provisions, and the Professional and Occupational Licensing laws.

The incumbent in this position manages overall Hearing Bureau office operations to maintain smoot! h operations and ensure the delivery of Administrative Support and staff services to Hearing Officers and Administrative Law Judges who conduct Department hearings.

Duties : Supervise staff of legal secretaries. Provide personnel with training, including instruction in applicable laws, policies, and work procedures.

Allocate budget, review reports and prepare accurate and timely fiscal summary reports. Prepare and analyze spreadsheets and other data. Summarize and draw conclusions based on the analysis of fiscal data.

Analyze and project program needs, revenues, and expenditures. Prepare executive planning process (EPP) documents and information. Develop and recommend board/program budgets and allocations. Forecast revenues and expenses, recommend agency positions and actions pertaining to budget issues, respond to inquiries and questions, and develop EPP budget justifications and requests.

Provide information and respond to compla! ints about Bureau procedures. Handle calls, inquiries or complaints fro! m hearing participants and the public. Obtain information regarding complaints, attempt to resolve complaints, and determine who can assist the complainant.

Competencies:
Must have knowledge of legal terminology and procedure, office practices and procedures, business English, composition and grammar, principles of supervision, delegation, and state budget and financial reporting systems. Must have some working knowledge or ability to acquire knowledge within a reasonable period of time on the job of laws, regulations and procedures in labor relations, classification, unemployment insurance, wage and hour, human rights, and grievance procedures.

Must have knowledge and skills in use of software applications for word processing, electronic mail, spreadsheets, and database systems, computerized information system management and computers, and telephonic conference equipment, multi-lined telephone systems, duplicating equipment, and other office eq! uipment.

Must have the ability to research and analyze problems and recommend change. Plan and evaluate the achievement of unit goals. Supervise and direct the work of subordinates. Provide leadership, function effectively under stress and establish and maintain effective working relationships. Maintain confidentiality and respond to sensitive situations. Work independently to meet deadlines and demands.

Education/Experience:
The above knowledge, skills and abilities are typically acquired through a combination of education and/or experience equivalent to a Bachelor’s degree in business administration or a related field and one year of progressively responsible experience in business administration, legal administration, project management, and supervision.
