Job purpose
Under general supervision of the Public Works Director, is responsible for carrying out the day-to-day operations of field assessments, including connecting/disconnecting or reconnecting water meters, visual inspection, reading and collecting data for water meter related activities. Performs maintenance and repair of water distribution systems and other related work as required, such as assisting with the Wastewater Department.
Duties and responsibilities
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Responsible for a range of metering activities for utility customers, including but not limited to connecting/disconnecting or reconnecting water meters.
- Works to resolve customer account discrepancies at the meter site and leaves notices at customer locations as required.
- Responsible for the meter activity within the specified routes for both residential and commercial facilities.
- Assists with organizing routes, using proper materials to document leaks, problems, unsafe meter locations, hazards and safety issues. Performs maintenance and repair for water distribution systems as needed.
- Serves to familiarize themselves with the community, as needed only, and the routes for both commercial and residential customers.
- Connects/disconnects or reconnects on water services as directed. Reads water meters and use hand held meter reading computer and related software.
- Performs visual inspections of water meters, identifying any potential tampering or problems with the meter.
- Assesses the accuracy of the customer account by providing the meter reads to the Utility Billing Department for further review. Provides data to the Utility Clerk(s) in order to clarify customer billing issues as necessary.
Pay Grade based on Level of Water License
TEC3/Grade 12 $12.00-$13.00 no license or class D water license
TEC4/Grade 13 $13.00- $15.00 class C water license
TEC5/Grade 14 $ 15.08-$19.00 class B water license
Qualifications
Knowledge of:
QUALIFICATIONS
- Must have a High School Diploma or equivalent.
- Valid Class C Texas Driver’s license.
- Must possess or be able to obtain a Class D TCEQ issued water license within one year of employment and a Class C TCEQ issued water license within two years of employment.
Knowledge/Skills/Abilities:
- Knowledge of applicable processes, techniques, and methods.
- Knowledge of city practice, policy, and procedures.
- Knowledge and ability to use basic hand tools and some heavy equipment.
- Skilled in remaining productive in the absence of constant supervision; have initiative.
- Skilled in handling conflict and uncertain situations.
- Skilled in operating assigned equipment/vehicles in a safe and responsible manner.
- Skilled in attention to detail for accuracy of instructions to carry out the job.
- Ability to establish and maintain effective communication and working relationships with city employees and the public.

- Ability to read and understand utility billing reports, billing software, and computer programs.
- Ability to carry out oral and written instructions.
- Ability to work independently.
- Ability to read water meters.
- Ability to use hand held meter reading computer equipment.
- Ability to use a laptop computer
- Ability to lift up to 100 pounds.
- Ability to pull, push, or drag up to 150 pounds of equipment and supplies.
- Fluency in Spanish is not required, but would be an asset.
- Any combination equivalent to education and experience likely to provide the required knowledge and abilities.
Working Conditions:
- This position requires work outdoors in all types of weather.
- This position will require the incumbent to stoop, bend, kneel, squat for extended periods of time while reading both digital and dial meters.
- This position requires the incumbent to hear and see clearly when working in and around traffic, using proper safety precautions.
- This position requires the incumbent to be placed in positions that will likely encounter animals, wildlife, rodents, reptiles, arachnids, and insects while performing this job.
- This position requires the incumbent to make themselves available for emergency call outs after hours, on weekends, and holidays as needed.
